Special Evaluation Studies Initiatives on Transport and GHG emission

The purpose of the project was to assist the Independent Evaluation Department (IED) of ADB in carrying out a special evaluation study (SES) initiatives on transport and greenhouse gas (GHG) emission.

The assignment was split into two phases:

Special Evaluation Study on Transport and Greenhouse Gas Emissions (Phase 1)
Phase 1 was the preparation of the SES evaluation approach paper that included (i) data collection and analysis on ADB's transport sector operations and climate change and a draft on specific sections of the SES report, and (ii) assist the Evaluation Team Leader and National officer in gathered and analyzed secondary data for impact assessments.

Selected Evaluation Studies on Reducing Carbon Emissions from Transport Projects (Phase 2)

Phase 2 activities:

  • Developed a detailed methodology for measuring the impact of carbon emissions from transport projects. This resulted in the TEEMP methodology see http://cleanairinitiative.org/portal/TEEMPTool
  • Applied the methodology to the developed model measuring the carbon emissions from construction and operation of ADB funded projects
  • Analyzed the outputs of the model and provided inputs to the SES report
