CAI-Asia Partnership

The CAI-Asia Partnership consists of representatives from local governments, national governments, civil society, academic/research institutions, the business sector, and development organizations who are committed to promote better air quality management in the cities of Asia by

  • Encouraging the development and adoption of sound science as the basis of urban AQM;
  • Stimulating the development and implementation of policies, programs and projects on urban air quality;
  • Reviewing progress in urban AQM in Asia and outline future priorities for urban AQM, and
  • Fostering coordination and cooperation with other regional programs and initiatives on urban air quality management in Asia.

The activities of the CAI-Asia Partnership are guided by the CAI-Asia Strategy 2009-2012.

UN Type II Partnership

The CAI-Asia Partnership is set up as a UN Type II partnership, and shares the guiding principals of the World Summit on Sustainable Development (WSSD):

  • Non-legal and non-binding
  • Voluntary and respect for fundamental principles and values
  • Link with globally agreed need for improved air quality
  • Multi-stakeholder approach
  • Transparency and accountability
  • Tangible results
  • Local involvement with regional and global impact

The partnership approach brings together relevant stakeholders from local and national government, academic/research institutions, civil society/ngo, and the business sector that have an interest in improving air quality in major cities in Asia. The CAI-Asia Partnership consists of city members; government agencies; NGOs and academic/research institutions; international development agencies and foundations; and the private sector.

Partnership Council

The CAI-Asia Partnership is represented by the Partnership Council, which like the partnership itself, is a multi-sectoral and covers the main three sub-regions of Asia: East Asia, South-East Asia, and South Asia. The Partnership Council is principally responsible for preparing and facilitating the biennial Partnership meeting with support from the CAI-Asia Center.


Cities: Ir. H. Eddy Santana Putra

Mr. Putra is the Mayor of Palembang City, Indonesia who supports bus rapid transit system and car free days.



Non-government organizations and Academic/Research Institutions: Mary Jane Ortega

Mary Jane C. Ortega is the elected Secretary-General of the Regional Network of Local Authorities for the Management of Human Settlements – CITYNET for 2010 to 2013. She served as the Mayor of San Fernando City of the Province of La Union, Philippines for three terms from 1998 to 2007.



Non-government organizations and Academic/Research Institutions: Wing-tat Hung

Wing-tat is an Associate Professor at the Department of Civil and Structural Engineering of The Hong Kong Polytechnic University and Director of the Conservancy Association, the oldest environmental group in Hong Kong.



Private Sector: Klaus Burger

Mr. Burger is the Managing Director of MAHA Maschinenbau Haldenwang GmbH & CO., KG, Germany.



Development agencies and foundations: Roland Haas

Mr. Haas is the Vice-chair of the Partnership Council who represents the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH
