The results of climate change negotiations have so far be disappointing. Already now expectations that anything will come out of COP 16 in Mexico (Dec 2010) are low. For the transport sector, the CDM and international climate funds have so far have little impact on emissions reductions (or moving towards sustainable transport).

The question is: will the bottom up approach that involves local and national governments be more successful in reducing GHG and air pollutant emissions and in achieving sustainable transport than the top down approach of international climate negotiations? Or are both needed, and if so, is the current balance right?
